A message dated September 28, 2011, was received stating the                                                                    
Governor signed the following bill and is transmitting the engrossed                                                            
and enrolled copies to the Lieutenant Governor's office for permanent                                                           
filing:                                                                                                                         
                                                                                                                                
    HOUSE BILL NO. 13                                                                                                           
    "An Act relating to fees and charges for medical treatment or                                                               
    services as they relate to workers' compensation; and providing
